Overview

In response to continued COVID-19 restrictions enforced across Australia the Board of the Great Barrier Reef Marine Park Authority (Authority) held its 268th Board meeting (MPA 268) virtually on 24 August 2021. MPA 268 provided members with an opportunity to review, discuss and approve, where required, the Authority’s Annual Report, Tourism Management Action Strategy, extension of Reasonable Use Requirements Waiver Policy, Traditional Use of Marine Resource Agreements, Compliance Program, Communication Strategy, Marine Park Charging Structure as well as the outcomes of the Tourism Industry Activation and Reef Protection Initiative.


Annual Report

Decision MPA 268 (2021-268-03 on 24/08/2021): The Authority:

  • APPROVED the draft Great Barrier Reef Marine Park Authority Annual Report 2020-21, noting that Part 5 (finances) will be circulated to the Board for information in September.
  • NOTED the Chief Executive Officer, as the Accountable Authority, will approve any minor edits to the Great Barrier Reef Marine Park Authority Annual Report 2020-21 before submission to the Australian Minister for the Environment and for publication.
  • CONFIRMED there is no objection to the publication of the information.

Tourism Management Action Strategy

Decision MPA 268 (2021-268-04 on 24/08/2021): The Authority:

  • APROVED the revised Tourism Management Action Strategy for publication.
  • CONFIRMED there is no objection to publication of the decision.

Extension of Reasonable Use Requirements Waiver Policy

Decision MPA 268 (2021-268-05 on 24/08/2021): The Authority:

  • APPROVED that the current suspension of the reasonable use latency provision (clause 16) in the Managing Tourism Permissions to Operate in the Great Barrier Reef Marine Park Policy is extended to June 2022.
  • APPROVED that any reasonable use assessments (including those post 31 December 2022) will not include the period from 1 March 2020 to 30 June 2022, unless in accordance with recommendation (c).
  • APPROVED that the permit delegate may, if it is of benefit to the permit holder, consider any days of operation from 1 March 2020 to 30 June 2022 in any reasonable use assessment.
  • CONFIRMED there is no objection to publication of the decision

Traditional Use of Marine Resources Agreement Internal Review

Decision MPA 268 (2021-268-06 on 24/08/2021): The Authority:

NOTED the status of the Traditional Use of Marine Resources Agreement Program, particularly additional funding to expand the program over the coming three-years.
CONFIRMED there is no objection to publication of the decision.

Overview

The Board of the Great Barrier Reef Marine Park Authority (Authority) was scheduled to host its 267th Board meeting (MPA 267) physically in Townsville on 29-30 June 2021. In response to emerging COVID restrictions, including the Townsville lockdown from 6pm on 29 June 2021, the meeting was held virtually on 30 June 2021. In MPA 267 members reviewed and discussed the Board Charter, strategic risks, future refinements for our next Outlook Report, Reef Advisory Committees, Fisheries in the Marine Park, Policy and Planning Roadmap, Board membership and the World Heritage Centre’s draft decision.


Strategic Risks

Decision MPA 267 (2021-267-04 on 30/06/2021): The Authority:

  • NOTED progress on development of the strategic risks for GBRMPA.
  • APPROVED the Strategic Risk Register subject to minor amendments.
  • CONFIRMED there is no objection to the publication of the information

Policy and Planning Strategic Roadmap

Decision MPA 267 (2021-267-05 on 30/06/2021): The Authority:

  • DISCUSSED the update presentation provided on the implementation progress of the Policy and Planning Strategic Roadmap.

Briefing on Aurecon Report Recommendations

Decision MPA 267 (2021-267-06 on 30/06/2021): The Authority:

  • NOTED the key findings of the Aurecon Report (Decision Support) and associated decision support strategy for the Reef Integrated Monitoring and Reporting Program (RIMReP).

Overview

The Board of the Great Barrier Reef Marine Park Authority (the Authority) held its 266th Board meeting virtually on 4 May 2021.  The meeting provided an opportunity for Board members to meet with representatives of the Queensland Department of Agriculture and Fisheries and discuss the Sustainable Fisheries Strategy 2017-2027 as well as receive presentations in respect of the Authority’s strategic risks and Crown-of-Thorns Program update.

Decision MPA 266 (2021-266-04 on 04/05/2021): The Authority:

  • NOTED the proposed approach for development of the Partnerships Framework and Engagement Strategy.
  • NOTED the status of implementation of the Aboriginal and Torres Strait Islander Heritage Strategy.
  • NOTED progress in developing co-management options and proposed Traditional Owner engagement.

Aboriginal and Torres Strait Islander Heritage Strategy Update

Decision MPA 266 (2021-266-07 on 04/05/2021): The Authority:

  • NOTED work is underway to establish the risk tolerance of operational risks that could threaten Great Barrier Reef Marine Park values, in line with the Authority’s risk management framework.
  • NOTED that the risk tolerance information will be used to inform improvements in management of risks arising from uses, threats and pressures.
  • CONFIRMED there is no objection to publication of the decision.

Overview

The Board of the Great Barrier Reef Marine Park Authority (the Authority) held its 265th Board meeting in Brisbane on 2-3 March 2021.  

The meeting was moved from Cairns to Brisbane due to Tropical Cyclone Niran.

Board and Executive members of the Authority also participated in a strategic risk workshop to review and update the Authority’s strategic risks.


Reef Advisory Committees

Decision MPA 265 (2021-265-01i on 02/03/2021): The Authority:

  • NOTED the update on Reef Advisory Committees.
  • DISCUSSED the inaugural Indigenous Reef Advisory Committee Meeting No. 13 noting that the Communique will be provided at MPA 266.

Vision for Reef HQ Aquarium

Decision MPA 265 (2021-265-06 on 03/03/2021): The Authority:

  • NOTED the information is this paper, the attached Reef HQ 20-year Masterplan and Concept Design and the presentation delivered at the meeting;
  • DISCUSSED the future vision for Reef HQ Aquarium;
  • CONFIRMED there is no objection to publication of the decision.

Tolerance of Risk Consequences to Marine Park Values

Decision MPA 265 (2021-265-08 on 03/03/2021): The Authority:

Decision MPA 265 (2021-265-09 on 03/03/2021): The Authority:

  • APPROVED the strategic direction statement (Attachment A) and performance information (Attachment B) for inclusion in the 2021-22 Portfolio Budget Statements.
  • NOTED that the Chief Executive Officer, as the Accountable Authority will under the Public Governance, Performance and Accountability Act 2013 will authorise the 2021-22 Portfolio Budget Statements.
  • CONFIRMED there is no objection to publication of the information.

Draft Updated Reef 2050 Plan

Decision MPA 265 (2021-265-12 on 03/03/2021): The Authority:

  • DISCUSSED the updated draft Reef 2050 Plan and supporting document and provide feedback on the revised content. Attachment A.
  • NOTED the status of the review of the Great Barrier Reef Intergovernmental Agreement 2015.
  • NOTED the final report and recommendations from the Independent Review of Reef 2050 governance arrangements.
  • NOTED the current and anticipated priorities for the Authority’s forward work program.
  • CONFIRMED there is no objection to publication of the information.

Mid-Financial Year Performance Review against Corporate Plan Performance Measures

  • NOTED the mid-year progress report for the Great Barrier Reef Marine Park Authority Corporate Plan 2020-21 (the Corporate Plan) at Attachment A.

1 – 2 December 2020 – Canberra

Overview

The Board of the Great Barrier Reef Marine Park Authority (the Authority) held its 264th Board meeting in Canberra on 1-2 December 2020.

As part of the 264th meeting of the Authority Board, members participated in a Scenario Planning Workshop to explore possible future scenarios facing the Authority over the next decade and how the Authority should plan for these.  

The Board also welcomed the opportunity to meet with the Minister for the Environment, The Hon. Sussan Ley MP.


Reef Advisory Committees

Decision MPA 264 (2020-264-03i on 02/12/2020): The Authority:

  • NOTED the following update on Reef Advisory Committees.
  • DISCUSSED the Tourism Reef Advisory Committee Communique at Attachment A and provide advice, through the Secretariat, to the TRAC if required.
  • APPROVED the Tourism Reef Advisory Committee Communique is published on the Great Barrier Reef Maine Park Authority’s website.
  • CONFIRMED there is no objection to publication of the decision.

Draft Great Barrier Reef Intervention Policy

Decision MPA 264 (2020-264-05 on 02/12/2020): The Authority:

  • APPROVED the revised Great Barrier Reef Intervention Policy (Attachment A), subject to the minor amendments above.
  • CONFIRMED there is no objection to publication of the decision

Draft Tourism Management Action strategy for public consultation

Decision MPA 264 (2020-264-06 on 02/12/2020): The Authority:

  • DISCUSSED the draft Tourism Management Action Strategy, in particular the vision, outcomes, objectives and associated actions.
  • APPROVED the Chief Executive Officer to finalise the draft Tourism Management Action Strategy for public consultation.
  • NOTED public consultation will commence in early 2021
  • CONFIRMED there is no objection to publication of the decision.

Portfolio Budget Statement

Decision MPA 264 (2020-264-08 on 02/12/2020): The Authority:

  • DISCUSSED the Strategic Direction statement in the current Portfolio Budget Statement (PBS; Attachment A), providing recommended changes for the 2021-22 statement.
  • NOTED the timeline for the completion of the 2021-22 PBS
  • CONFIRMED there is no objection to publication of the information.

Traditional Use of Marine Resources Agreement Program update

Decision MPA 264 (2020-264-09 on 02/12/2020): The Authority:

  • NOTED the current status of the TUMRA program and the factors that influence its expansion.
  • NOTED the program focus is on negotiating and accrediting four TUMRAs (with existing TUMRA groups) and expanding the program through negotiating TUMRAs with one or two new groups.
  • NOTED that the implementation of the Aboriginal and Torres Strait Islander Heritage Strategy; co-management options paper project, and proposed Indigenous Partnerships Strategy is aligned with and builds on the foundation of the TUMRA program.
  • CONFIRMED there is no objection to publication of the information.
